Quantum technology is moving rapidly from research to real-world applications. Its potential is enormous – revolutionizing cybersecurity, science, and industry – but so are the societal questions it raises. How do we ensure responsible development? How do we prepare policymakers, businesses, and citizens for its impact?

REAQT (REsponsible Advancement of Quantum Technology) is a think tank uniting TNO Vector, SURF, ECP | Platform for the Information Society, Rathenau Institute, and the Centre for Quantum and Society (CQS). Together, we provide independent insight into the ethical, legal, and societal aspects (ELSA) of quantum technology, ensuring it develops in ways that are responsible, equitable, and transparent.

Momentum

Within ministries, other societal stakeholders, and CQS, there is – given the current (geo)political developments, the complexity of the technology, and rapid social changes – a need for a body that can:

  • Provide clarification of the ethical, legal, and societal aspects (ELSA) of quantum technology relatively quickly (within 1–2 months).

  • Help shape communication about these issues tailored to different target groups and levels of understanding.

REAQT responds directly to this need, enabling timely guidance and informed action.

The Mission

In light of the same developments, ministries, politicians, and other societal stakeholders require rapid insights. REAQT delivers:

  • Timely, evidence-based guidance to inform decisions.

  • Accessible communication adapted for diverse audiences.

  • Mapping of diverse perspectives and options for action – stimulating dialogue without forcing consensus.
