SUMMARY:Quantum & Society Research Colloquium | Fabienne Marco
DESCRIPTION:On 30 October 2025 the Centre for Quantum and Society will organise the next Quantum & Society Research Colloquium with Fabienne Marco as our speaker\, will give a lecture on her research project: \nGoverning Quantum Futures: Policy Strategies\, Interoperability\, and Institutional Coherence\nAbstract: \nQuantum technologies are emerging as a strategic frontier in global governance. This project examines how different jurisdictions – from the EU’s values-based approach to the more security- or market-driven models of the US and China are shaping rules\, infrastructures\, and institutions for a quantum future. \nThe project concentrates on three highly related questions: (1) How is interoperability framed- as a technical standard\, legal duty\, or tool of digital sovereignty? (2)  What tensions arise between national initiatives and supranational frameworks in areas like standardization and data sharing within the European Union? (3) How are experimental governance tools – such as policy sandboxes and testbeds – being integrated into current policies and strategies to manage the uncertainties of quantum innovation? \nBy combining qualitative policy comparison with advanced NLP methods\, the project maps competing visions of quantum governance and explores their implications for institutional coherence and European coordination while accounting for the specifics of quantum technologies. \nThe talk will be hosted (in person\, with the possibility to attend remotely) by the Institute for Information Law (IViR) at the Amsterdam Law School of the University of Amsterdam. \nTime: 15:30 – 17:00 \nLocation:\nREC A5.24 (IViR Room)\nInstitute for Information Law\, Roeterseilandcampus\,\nBuilding A\, 5th floor\nNieuwe Achtergracht 166\n1018 WV Amsterdam \nInterested in attending\, or receiving updates about future events? Register here \n\n\nFabienne Marco is a doctoral researcher at the Technical University of Munich\, working at the intersection of quantum natural language processing\, cybernetics\, and technology policy. Her research focuses on analyzing quantum policies and their surrounding ecosystems to understand how governance frameworks evolve in response to emerging technologies. She is the Head and Co-Founder of the Quantum Social Lab at the TUM Think Tank and currently leads QuantWorld\, a BMFTR-funded project exploring the societal and educational implications of quantum technologies. Beyond academia\, she has advised the Hightech Agenda Bavaria and was recognized in 2024 as one of Capital magazine’s Top 40 under 40. \n\n  \n\n\nCentre for Quantum and Society \nThe Centre for Quantum and Society is a knowledge and co-creation center to maximize quantum technologies’ positive impact on society. SUMMARY:Quantum & Society Research Colloquium
DESCRIPTION:On 16 September 2025 the Centre for Quantum and Society will organise the next Quantum & Society Research Colloquium with Anh Nguyen as our speaker\, with the lecture. \nSecuring (the minds behind) the quantum dream? Emerging law and practice of knowledge security in quantum innovation\nQuantum innovation faces major engineering hurdles in translating quantum science into quantum technologies that can scale up and commercialise. The key to unlocking quantum ambitions is the coming together of scientific expertise\, engineering acumen and commercial savviness. \nThe pursuit of these ambitions entails intense competition over talent and the regulatory efforts to secure state and institutional actors’ knowledge base through the emerging law and practice of “knowledge security.” In light of the proposed Dutch Knowledge Security Screening Bill (tabled for early 2027) and the recent EU Quantum Strategy (July 2025)\, this talk explores on what “knowledge security” means for the pursuit of quantum innovation. \nFirst\, the talk outlines the proposed (institutional) obligations in the Dutch Knowledge Security Screening Bill and contextualises these provisions alongside related legal frameworks of immigration\, export controls and espionage. Then\, the talk teases out the policy tensions between knowledge security and quantum innovation imperatives of talent acquisition for the quantum workforce\, international collaboration and technological scale-up. Finally\, the talk reflects on how the varying “threat constructions” underlying current knowledge security law and practices reverberate upon individuals as well as the overall pursuit of innovation in quantum\, more broadly critical and emerging\, technologies. \nThe talk will be hosted (in person\, with the possibility to attend remotely) by the T.M.C. Asser Institute and the Law and Governance of Quantum Technologies Research Group at the Institute for Information Law (IViR) and the Amsterdam Center for International Law (ACIL) at the Amsterdam Law School of the University of Amsterdam. \nTime: 15:30 – 17:00\nLocation: T.M.C. Asser Institute\, R.J. Schimmelpennincklaan 20-22\, 2517 JN Den Haag\, Netherlands (Room TBD) \n\n\nAnh Nguyen is a PhD researcher in the Law and Governance of Quantum Technologies research group within the Institute for Information Law (IViR) at the University of Amsterdam. Her PhD looks at how legal dynamics play out in the emergence of quantum innovation value chains. The project delves into the role of law in the ring-fencing of access to material resources\, the politics of knowledge production\, and value appropriation from techno-scientific research in quantum innovation. \n\n  \n\n\nCentre for Quantum and Society \nThe Centre for Quantum and Society is a knowledge and co-creation center to maximize quantum technologies’ positive impact on society.
